The movie follows Erroll Babbage, a former Department of Public Safety administrator, as he's forced into early retirement due to his abusive behavior towards sex offenders. He spends his final 18 days training his replacement, Allison Lowry. When 17-year-old Harriet Wells goes missing, Erroll becomes convinced that her disappearance is linked to one of his parole sex offenders, but his superiors don't share his suspicions. He convinces Allison to join him in a dark and disturbing investigation into the world of pornography and perversion to find the missing girl.
