In Manhattan, a client is bitten by a rat at Garsons Department Store, contracting Weil's disease. Susan Costello, the store manager, hires Jack Carver, the city's top exterminator, to tackle the infestation. Jack and his assistant Ty discover a colony of mutant rats, but their warnings fall on deaf ears when they try to convince the health department administrator, Ray Jarrett, who is more concerned with protecting powerful economic interests than addressing the crisis.
