The CIA's secret operations, Treadstone and Black Briar, are threatened when a journalist uncovers the truth. Jason Bourne, a former Treadstone operative, leaks the files to Pamela Landy, who releases them to the media. The operatives' handlers decide to shut down all operations and eliminate everyone involved. However, Aaron Cross, a participant in another operation called Outcome, manages to survive. He seeks out Dr. Marta Shearing, who helped develop the program, as he's run out of medication. But someone tries to kill her, and Cross saves her. She advises him to stop taking the medication and they flee to Manila to seek her help.
