A wealthy businessman hires a contract killer to assassinate the Chief Minister, but the killer's death in a car accident leads to a series of events where a CBI officer, Baadshah, is sent to investigate. When the businessman learns of this, he has Baadshah killed and replaces him with one of his henchmen. Meanwhile, another man named Raj, also known as Baadshah, is mistaken for the original Baadshah by both the businessman and the CBI, leading to chaos and destruction when the businessman holds Raj's friends hostage to force him to carry out the assassination.
